That was nine years ago. A few years later these cities have stopped their plans to move everything over to Linux realizing that it would be to expensive to re-write the whole lot of custom software and also due to changes in Microsoft's licensing model. The idea is coming up every few years by different smaller cities until they realize that software license fees are only part of the TCO.
