That's why I think using a Windows O/S while also using open source programs is 
the absolute best way to go.

Local gubmint adopting FOSS is great but they will hit the same hurdles
as business hits - too much of the software they need doesn't exist on
Linux. All the folks just doing word processing and email - great. Get
the foot in the door with those people, but the planning department
using AutoCAD, or the PR department using Photoshop et al won't be
moving any time soon.
