You may joke on Breathalysers but its heading that way. From July, in France you must carry two of them in the car. And it's rumoured that cars that won't start unless you pass a test are being discussed. I don't get that as a mate can do that for you. I think Spain may follow with carrying them but I'm not sure about the UK. Al
