I would assume that after the second, you would be taken for a blood or
urine test. I think the point of the second is in case you say I just used
the first and it was ok. But the police won't know when you actually used
it. It won't take place of proper tests though surely.

In fact, the coming french law says that we must have one breathalyser
unused in the car.
