I'm assuming that it is the client machine and not the server you want to
prevent shutting down.  As part of your closing routine you could ask the
user if they want to close the machine when the application finishes.  If
they answer yes then call shutdown.exe at the end of your shutdown routine
so that the user is not tempted to close the machine down themselves so that
they can go home.
