What HAVE you done? Any changes to the machine in the recent past?
Windows Updates? Video driver/monitor changes?

Have you tried turning it off and then on again?

I'm inclined to blame the video driver, as these are some of the most
problemmatic parts of the machine. You can often try using a generic
driver to see if the problem persists.
