I haven't messed around with PHP since version 3. PHP 3 was good to go on Linux, but it was a mess in windows. I finally abandoned it. I'm sure PHP has made great stride since then.
If you really want a powerful web based scripting language, think OO-perl. Also, I noticed that Sun has finally released Java to the open-source community, so that is another option. Sun's creator2 really make it easy to get started writing web based apps in Java.
