Yeah, I installed the latest versions of MySQL and PHP 5.2 on my xp
notebook. It works fine!

I haven't messed around with PHP since version 3.  PHP 3 was good to go 
on Linux, but it was a mess in windows.  I finally abandoned it.  I'm 
sure PHP has made great stride since then.

If you really want a powerful web based scripting language, think 
OO-perl.  Also, I noticed that Sun has finally released Java to the 
open-source community, so that is another option.  Sun's creator2 really 
make it easy to get started writing web based apps in Java.  Since Java 
and .Net are essentially the same thing, and Sun's Java is now free 
open-source, why would anyone want to use .NET? <g>
