I imagine several steps necessarily happening concurrently. The thing is
that the invasion resulted in civil war, so we're now obliged to stop
the fighting. The only way I can see to do that is to engage with the UN
for serious multi-national participation. Since that option was
completely abused and thus dried up by the protagonist's deceit, I think
the only way we're going to get that kind of support is to concurrently
begin proceedings against those responsible for the invasion. In other
words, to now gain their trust and cooperation, we have to do something
really substantial to show that we've come around. I don't see talk
alone getting that job done.
