Chet, you are absolutely right that programming is an art. So is ... An architect designing a building. A plumber wiping a sweat joint just right to make it look good. A dentist matching the color of a replacement tooth to the rest of the mouth. An attorney doing a benefit performance in front of a jury. A surgeon making just the right incision to get the job done ... no more, no less. And the list goes on. No, you cannot certify art (let alone define it) but every artist has an understanding of his media and his methods and the ramifications of his actions. And that understanding can be quantified and certified and should be.
