There's two pieces to this - the 'too many', and the 'too often'.

Ed addressed the 'too many'. I'd like to add that the 'too many' does
seem 'insurmountable' to a lot of folks, but what you want to do is get
your head around the idea that it's YOUR CHOICE. You want a mainstream
distro to roll out to tens of thousands of desktops? You have a choice.
You want a server? You have a choice. You want something to put on an
embedded controller? You have a choice. You want something to run as a
firewall on a box from 1997? You have a choice.

What window manager? What office package? What multi-media player? What
drawing package? What printing manager? You have a choice. Stop me if
you've heard this before.....

The 'too often' isn't to entice you into opening your pocketbook, or as
MSFT would do it, to FORCE you into doing it. I was at some mucketity
muck meeting at MSFT a number of years ago where someone was demoing The
Next Big Thing... and when someone asked about in item in the version
that had JUST BEEN RELEASED THAT WEEK, the speaker dismissed the
question with the attitude, "Oh, THAT version is old news. What you
REALLY want is THE NEW ONE coming out soon!"

MSFT has always held developers in disdain, a group of captive whores
whose sole purpose was to push the OS. They've ALWAYS ignored the fact
that we need to build apps for customers NOW. We don't spend our lives
learning new features because they give us big ol' orgasms. No, we'd
like to spend our time being BILLABLE.

OH, and don't get me started on the MSFT Patch Tuesday. Look up how many
times MSFT has had to issue patches that fixed bugs with patches that
were just released.... and how many times they've had to issue patches
that fixed the problems with the patches that were supposed to fix the
original patches - which were supposed to fix the original OS....)
