        Congress authorized military action against Iraq back in 2003. There  
was a war; the Iraqi army was defeated quickly, and the war ended in  
May 2003 (see "Mission Accomplished").

        Since then we have been an occupying army in Iraq, and caught in the  
internal battles of the various groups in Iraq. There is no war to  
oppose; no war to end. The war has been over for 4 years; we won. Now  
the only thing to do is figure out how long we want to remain an  
occupying army in a land that doesn't want us there.
