Ken, Send2fax.com *is* HIPAA approved - check their website for details.
Send2fax is a faxing service vs. a software product *BUT* I think you'll find their volume rates cheaper than what your customer pays for a regular outgoing fax transmission. This is a point that most customers miss. Plus you have almost unlimited scalability with Send2fax which eliminates the need to pay for N number of regular phones required for peak faxing scenarios. Send2fax has an easy to use API which you might want to look at if you need to integrate faxing with your software products. My technique is to simply use their email interface which is easy to do from Linux via PHP's built-in mail functions or a simple Windows BLAT (email) interface. Bottom line: I would be hard pressed to find a reason to install and maintain dedicated fax software, pay for portion of server resources used (or pay for a dedicated fax server), pay for a bunch of regular phone lines, and pay a premium for fax transmissions when internet related fax services are so cheap, secure, and easy-to-use.
