Not for 2003 Server. That was under the pre-2003 Server "Machine Equivalency" era. With 2003 Server you could request a free TS License if you purchased XP Pro before 2003 Server was released, and if you made the request before July 1, 2007. If you need me to do so I think I can dig up the links that cover that.
