Hi Michael! They execute, they torture, they arrest, they spy, uh, "investigate" - they still can't control crime. Have to credit them for trying, though. They would TRY to enforce a CO2 emissions law, but not succeed. I think they are a little gun-shy after Tienanmen Square. They send out 200 cops to a situation but only a couple of these cops will have a gun. The bad guys wind up using the unarmed cops as human shields?
