I decided to disable my Offline Files today. Access to the network has improved. My Outlook PST file is stored on the network. Outlook is performing better as well. I'll never use the Offline Files anyway, it stays disabled here.

Actually, I just did that. Turns out that the UAC had nothing to do with it. I turned it back on, and everything's fine. But when I enabled Offline Files, the problems returned, both in VFP and in Office 2007. So, the Offline Files setting alone was apparently what was causing my problems - not the UAC.
