Hmmm ... that's a pretty strong statement!

The reason for the difference in size between the OO and MS Office
versions of RTF is that the OO RTF encodes images as binary streams vs.
text streams. The binary encoding is an extension to the standard RTF
spec. The reason that the RTF spec encodes images as text streams vs.
binary is that the original  requirement of RTF was to create 7 bit text
files that could be electronically transmitted and stored without
problem.

The RTF spec has been publically available since the late 80's. I've
been working closely with RTF since the early 90's. I've written RTF
parsers, generators, and validators. I can assure you that there is
nothing fishy going on with Microsoft's behavior.

If you doubt my statements, I encourage you to download the RTF specs
and review your different RTF files in a text editor.
