I dont think there is a good reason why a compressed form of rtf or xml
cannot be a standard rather than these over sized versions. Its more like
the failing of http, possibly.

Different formats for different needs. If you want fast and efficient local
storage, choose a binary format. If you want a single file format that can
easily be parsed according to a detailed published specification, then
choose a markup based format such as XML or RTF.

No single format is going to meet everyone's needs all of the time.
