Depends on what you regard as an IDE I suppose. It's an editor aimed at 
programmers, and it does code colouring for a large range of languages 
including FoxPro. You can create porjects, but they're just a way of 
keeping related files together. It also does all the text editor stuff 
like file comparisons, column editing, hex editing and so on.
