We heard about something like this before going to Mexico.  I talked 
with my carrier (Verizon) and they added a $10 charge to handle data 
while in Mexico.  They said to cancel it when I returned.  I limited my 
phone calls and the total charge for staying in touch for a week 
including email and texting in Mexico was about $20.
