Actually the current governor, Tim Kaine, who is not black has pardoned about 
1700 convicted felons of the last year or so... restoring their right to vote.  
One of the problems with this is that before some of them could vote for the 
the Obamessiah, they were arrested and convicted again.  Bummer!
