Thank you for the replies and suggestions, one and all.  It turns out the ODBC 
driver had been installed on the wrong machine (I should have double-checked 
that when I first on site.

We ended up outputting the VFP records to a tmp .dbf, then using an updateable 
RV for the SQL tables we wanted to populate performing a simple append from, 
sucking the records from said temp tables.  The target SQL tables are, as 
suggested, temp tables used then to update the production SQL tables.  Seems to 
be working well.

The transaction file was left on, and as suggested we are going to turn that 
off diring the VFP to SQL append routines.

I always had better luck pushing the data into SQL Server.  We'd push it
into a temporary database, audit it in SQL Server, then append it into
the permanent tables.  HTH.
