The issue is not physical presence or absence, but spiritual communion or
separation.

Hell is the place (whether it be spiritual or physical) designated by God
where no man can enter into spiritual communion with Him, and in fact can
experience only permanent spiritual separation from Him. Being omnipotent,
he can designate such a place, even if he Himself is "there" on account of
being omnipresent, too.
