How exactly is this any different from what Windows does in the past 10
years?

You can only modify files in the Windows folder when you are logged in as an
Administrator. For two years now you even have to confirm this action when
you are an administrator. And even then the system will restore the core
components automatically.

As a normal user you have read-only access in Windows except for your home
directory and the public folder.
