I still design everything in 640 by 480 or less. As others have pointed 
out, lots of people, especially middle-aged and older people, can't read 
the screen at resolutions higher than 800 by 600, unless they have huge 
monitors. And while modern versions of Windows have some screen magnifying 
capability, it's flawed; for example, windows can get enlarged to the point 
where things like the TitleBar or the default buttons are off the screen, 
making them impossible to use. Thunderbird email is a good example of this. 
It's much better to ensure that such features never have to be used. And 
it's good design discipline to keep stuff in a small space.
