You sure can make up "facts". As I said, too many people try to expand each issue to the point of absurdity. Soldiers are not allowed to run around the base with loaded weapons. A base is tightly controlled by rules that are easily enforced. So where do you get the idea that civilians (either untrained or trained) are allowed free rein on a base. The cop that did shoot the terrorist was brought in by the military command for the very reason that the military folks were not armed.
If you are talking about civilians on public streets, then you only reinforce my point that you "people of the world" expand the argument of every issue to the point of absurdity.
