When you are in the drivers seat it makes perfect sense to use VFP. When you are not the consultant who controsl all you might find it very hard to justify VFP. To justify python isn't that difficult with modern managers in IT. It is the finished product that justifies the quality to the customer not the tool/language. Unfortunately there were many Fox apps out there where the quality was sketchy, and those people are long gone. Or the consultant has passed away. From our local FP UG we lost two very strong programmers.
