All I can tell you is I did this and had the same failure as you until I
checked for tally
Did you look at write ahead cache?

Not true, Al.  Here's an easy test to confirm it does create an empty 
cursor:  SELECT * FROM YourTable WHERE 1=0 INTO CURSOR EmptyCursor
