On the PhotoShop front you might get away with Paint.Net, or the mighty Gimp for Windows, for real power. There's also a thing called Gimpshop which makes the Gimp UI like PhotoShop.
The others - I doubt it, otherwise everyone would be using them instead of the pricey Adobe ones.
