Right. When you open a project, it sets the file tabs to the last opened
state for that project. If a new project, there is no open state, so no
open files.

I think this behavior is correct. You want the editor state to be preserved
and reinstated with the project, and should not want the previous tabs
preserved when opening a project. It is easy to flip back and forth between
projects, and hence between different sets of open files.
