Bill,  On 32 I tried this and could get pacman past security by putting it (2 
of them) into 360 sandbox.

However I sent a shortcut to the desktop and still couldn't use the icon and 
run as an administrator.  Can you clear pacman as you have with the rest of the 
install.

Many addons are missing. Try install all addons by

load 'pacman'
'install' jpkg 'all'

on both 32 and 64-bit.
