Not by users. 
It is possible to customize the wiki theme so that it looks/behaves 
differently. You can see how differently by trying different themes (change the 
"Preferred theme" setting in your Settings|Preferences to something other than 
"modernized").

Having the URL name in big bold letters at the top of the page works quite well 
for many pages. However I tend to agree with Roger that it shouldn't be 
regarded as the "Page title" and that each page should have a heading1 in 
addition, or it Moin parlance:
= Page Title =
