It is not as simple. There is an ongoing confusion between Heading Level and Title style. Heading cannot be used for the page title; one reason it incorrectly gets into Contents (same as you should not use Heading 1 as Title in Word, you should use style "Title", "Subtitle" etc.) Since in Wiki there is not such style as "Title", the page title running at the top of the page works in its place. However, sometimes for smaller articles or for a section of a larger multi-page document, using a Heading in the first line also works.
