Well, sort of. I think you can view a video, write down time markers, and use ffmpeg to cut and paste together pieces. It's a command line program, although winff offers a GUI i/f to at least some of its feature set. I usually do between 2 and 8 takes on a video, and I don't sweat the small stuff.
