I use CamStudio to record action and VirtualDub to cut off pieces I do not want 
(it also allows editing a bit and compression). Both are free.
Nothing fancy but it does the trick.

Well, sort of.  I think you can view a video, write down time markers,
and use ffmpeg to cut and paste together pieces.  It's a command line
program, although winff offers a GUI i/f to at least some of its feature
set.

I usually do between 2 and 8 takes on a video, and I don't sweat the
small stuff.  Editing would be nice.
