It is a bit like Parkinson's cycle-shed. Which was originally what
impelled me to railroad it thru.
His committee, you'll remember, argues for the whole meeting over
this, and then lets a billion dollar proposal go through on the nod.
But I detect a gotcha lurking there, or a big missed opportunity.
