I think the literal translation, in this context, for "pen" in Italian would be "gabbia" or "recinto" and "holding" would just stress on the meaning of keeping things in the pen. It's indeed very difficult to translate it! What about "coda per l'elaborazione manuale"? (i.e. "manual elaboration queue").
