Note that these are not necessarily full-records-waiting-for-approval, but rather MARC-snippet-changesets-waiting-for-approval, i.e. a change that can affect only a field or two, not necessarily the full record. For example, your site may be harvesting an external feed, that would indicate a title update for a record you host, but you don't trust this feed enough as to update the production record straight away, so you place this incoming title change into the holding pen area, waiting for manual inspection and explicit approval/rejection by catalogers. So I'd say something like ``File des changements en attente'' or ``Enclos des changements an attente'' would be more appropriate. I think the literal translation would be simply ``Enclos de garde'', like the one for domestic animals. It is shorter and probably OK.
