Michael,
        you could globally change those vias to any sizing that you wanted,
or you could selectively change them through selecting pertinent groups of
the vias separately.
        You could detect the problem you describe with via sizes by setting
several of the design rules in the DRC. You could set rules for min/max via
hole or pad sizes and you could also set rules for minimum annular ring.
These would catch the error that you have described. There could be other
circumstances that would not be caught through DRC checks, depends on the
complexities of your design requirements.

Hi Wolfgang,

Can you just globally change the 28mil holes to something else once it is
imported back into Protel?  Is there a problem if you have a 20mil via and
the hole is changed from 10mil to 28mil thereby causing the hole to be
larger than the via pad?  Does Protel complain about that??
