Cheap PCB manufacturers in the very high volume (cheap) business may not 
take the same care with drill registration as we would hope.  Teardrops 
provide some protection that mis-alignment during drilling will not form a 
padless via.  If the mis-registration is such that it makes the pad annuli 
very small or non-existent away from a track entry then this is less critical.
