Yes, it's a bug; but who would have thought that you might want to generate a BOM for a board with no parts on it? In other words, the bug exists because no one ever tried this before. It should be mentioned that the immediate solution is to delete the BOM from the CAM setups for that board, just in case someone does not realize that.
