No, that's one thing protel doesn't do real well. I've asked them in the past and they have tweaked the code a bit while routing tracks and vias, but just dropping a via in the middle of something doesn't cause it to scoot out of the way.
You could try taking the center tracks of the current bus and "re-routing" them with push on and creating a gap.
