Don't know why it's gone, but you can easily put it back. While in
PCBeditor, do "arrow" | Customize, click Menu | Edit, double-click on Tools
to expand list, go to where you want it in list & do Menu | Add, settings
for mine are:

text: &Position Component Text...
process: PCBAutopositionComponentTexts
params: $Description=Run position component text dialog
