All the deals of which I am aware would have included ATS. If this was some 
very special deal that explicitly excluded upgrade rights and ATS, that 
would be a different story.

You can easily call Altium and find out....

No and No, I don't think so.

First of all, with the exception of free licenses that Protel has 
occasionally dispersed, say, to employees, any licensed copy of 99SE is 
eligible for upgrade. The upgrade price, right now, is $1995, it is 
certainly not $7000.

And if the copy was purchased (or obtained as an upgrade to 99SE) after the 
cutoff date last year, it included one year of ATS; to my knowledge all 
these licenses receive DXP for free.

If you bought a used license, generally that would not include ATS, 
*unless* it was originally purchased or upgraded to 99SE after the cutoff date.
