It gets enabled by loading an Orcad schematic. One of the most long standing and infuriating Protel 'features'. Orcad ports should be a sheet option not a system preference and loading an Orcad drawing should not change it without warning anyway. After loading an orcad drawing all your non-orcad port drawings will be corrupted by this option until you notice - hopfully before you did any work or saved the drawings.
