I often get an access violation on starting P99SE via a shortcut to a DDB.
Never bothered to note the details so I can't say it is the same error. 

Client99se has to be killed with task manager and there is a good chance it
will do exactly the same thing on the next attempt. 

I have found starting protel from the start menu then loading the DDB may
work, and then the DDB shortcut may well be ok next time. 

Recenly it was being particularly stubborn and I edited Client99SE.ini
deleting all entries under [Closed Files List] and maybe [Open Design
Database] and the DDB shortcut worked again on the next attempt - strange.
