The "sort order" is based on the order in which the sheet symbols were 
created. But a cut-and-paste resets that creation order. To re-sort them, go 
to your top level sheet. In the order you want the sheets to appear, select 
each sheet symbol, cut it, and paste it right back in the same place. Then 
close and reopen the database to re-sort the explorer pane.
