Scan both sides of the unpopulated pcb and save them as a bit maps. Then use a bitmap import tool (e.g. http://groups.yahoo.com/group/protel-users/files/BMPtoPCB.zip , you may have to join this group to get access to this file) to import the bitmaps to *MECHANICAL LAYERS*.
