Hi Brian,
Two things that come to mind which may or may not be an issue have to do with 
the meter being visible on screen, not because of a window blocking it but 
because of scrolling. Whether you're reading the meters in the Mix or Edit 
windows, it's possible that the track itself could be scrolled off screen. To 
eliminate variables, show only the tracks you're monitoring and, if in the Mix 
window, press Page Up once or twice. If in the Edit window, use Page Up once or 
twice but also make sure your track heights are set to something like medium 
and no larger. If in the Mix window, try hiding inserts f through j and sends f 
through j. Since the peak meters might be set to infinite hold, they'll 
probably report that value whether they're actually shown on screen or not but 
the level meters will not retain their value and will not report any values 
whatsoever if they're not actually visible on screen. Hope that helps.
