I see. The document type declaration is fairly fragile with a somewhat
tenuous connection to the document (it doesn't usually survive XSLT
transformations, it doesn't survive XInclude, etc.).
I appreciate that the TF thought hard about this problem, but I'm
disappointed with the solution selected.
